1. Dr. Y.V. Reddy, Chairman, Prof. Abhijit Sen, Ms. Sushama Nath, Dr. M. Govinda Rao and Dr. Sudipto Mundle, Members of the Fourteenth Finance Commission, Sh. A.N. Jha, Secretary and other officials carried out the State visit of West Bengal from 14th to 16th November, 2013 to hold consultations with the State Government and key stakeholders.

2. The Commission met with the Hon’ble Chief Minister, her Cabinet Colleagues and senior officers of the State Government, for discussions.

3. Chief Minister of West Bengal welcomed the Chairman and Members of Fourteenth Finance Commission to West Bengal and highlighted the problems of fiscal legacy particularly in the form of huge debt liabilities. It was mentioned that the State has taken several measures to improve the financial position of the State viz. through additional resource mobilization, tax reforms, improvements in financial management on the one hand and curtailing non-developmental expenditure on the other. However, the limited financial space available to the State due to the high interest burden has severely constrained its developmental initiatives on several fronts covering different sections of the population, particularly the weaker sections. Hon’ble Chief Minister requested the 14th Finance Commission to understand the fiscal problems given the needs of the people of the State as well as the immense developmental potential which can lead to developmental multipliers not only for the State but the entire region, particularly the North East and other eastern States.

4. The State Govt. furnished a memorandum and gave a detailed presentation setting out its views on the Terms of Reference. The Commission also interacted with representatives of Panchayati Raj Bodies, Urban Local Bodies, Trade and Industry and Political parties.

5. The Chairman and Members of the Commission appreciated the cooperation and support extended to the Commission by the State Government and assured that all issues raised will receive due attention in the deliberations of the Commission. The Commission also looks forward to continuing interaction with the State Government.

6. The Commission will finalize its recommendations by October 2014 after completing its discussions with all the State Governments, the Government of India and relevant stake holders.
