Awareness Building and Guidance on using PPP Toolkits
The workshop was strategically planned to serve as a platform for sharing an overview of various Public Private Partnership toolkits and guidance materials developed by the Department of Economic Affairs (DEA), Ministry of Finance, Government of India. The Toolkits have been developed for PPP practitioners across India in both the public and private sectors. This workshop was designed for such practitioners and focused on building awareness and providing direction to the government sector agencies and officials for maximizing the use of these toolkits in developing PPP Projects.
Conference on International Experience in Intergovernmental Transfers & Fiscal Equalization
Sixteenth Finance Commission in collaboration with the World Bank organized a day long conference on International Experience in Intergovernmental Transfers & Fiscal Equalization at The Oberoi Hotel, New Delhi on 12th November 2024. Conference saw the participation of International Delegates from various countries sharing their rich experience in the field on topics of Principles of Equalization Transfers: Methodological Issues and International Practices, Addressing Equalization through Fiscal Transfers in Brazil, Equalization Transfers in European Union, Australia's Approach to Fiscal Equalisation and The Intergovernmental Transfer System in South Africa.
State Visit to Manipur
The Sixteenth Finance Commission (16th FC) visited the State of Manipur between 07-08 November, 2024. The Commission met with various stakeholders and heard their views on specific issues pertaining to the State. The first meeting of the Commission was with the Government of Manipur led by the Hon’ble Chief Minister. The Commission also met with representatives of Urban Local Bodies, Panchayati Raj Institutions, members of the Industry/Trade, Commerce and the representatives of the various political parties.
State Visit to Nagaland
The Sixteenth Finance Commission (16th FC) visited the State of Nagaland between 04-05 November, 2024. The Commission met with various stakeholders and heard their views on specific issues pertaining to the State. The first meeting of the Commission was with the Government of Nagaland led by the Hon’ble Chief Minister. The Commission also met with representatives of Urban Local Bodies, Panchayati Raj Institutions, members of the Industry/Trade, Commerce and the representatives of the various political parties.

The Sixteenth Finance Commission (16th FC) visited the State of Gujarat between 21-22 October, 2024. The Commission met with various stakeholders and heard their views on specific issues pertaining to the State. The first meeting of the Commission was with the Government of Gujarat led by the Hon’ble Chief Minister. The Commission also met with representatives of Urban Local Bodies, Panchayati Raj Institutions, members of the Industry/Trade, Commerce and the representatives of the various political parties.
High-Level Roundtable on Fiscal Relations across Levels of Government
Sixteenth Finance Commission in collaboration with Organization for Economic Cooperation and Development organized a day long High-Level Roundtable on Fiscal Relations across Levels of Government at Sushma Swaraj Bhawan, New Delhi on 3rd October 2024. Roundtable was divided into 4 session - Fiscal Equalisation and the Design of Intergovernmental Grant Systems, Improving the Quality of Public Expenditure, Applications of Artificial Intelligence to Accounting and Balance Sheet Monitoring and Multi-level Governance for Effective Regional Development and Local Capacity Building. Event saw the participation of International Delegates from OECD countries sharing their rich experience in the field.

The Commission met with various stakeholders and heard their views on specific issues pertaining to the State. The Commission also met with representatives of Urban Local Bodies, Panchayati Raj Institutions, members of the Industry/Trade, Commerce and the representatives of the various political parties.
Meeting with the Hon'ble President of India
The Chairman and Members of the Sixteenth Finance Commission called on the Hon'ble President of India and sought her guidance on the Commission's work as per the prescribed TORs.
Southern Regional Conference
The Secretariat of the 16th Finance Commission organized a meeting with economists, economic administrators, policy experts and social scientists of the Southern Region. Representatives from the States of Andhra Pradesh, Telangana, Karnataka, Tamil Nadu and Kerala attended the conference. This acted as an opportunity for regional experts to interact with the Chairman and Members of the Commission and to present their ideas. The conference was conducted at Indian Institute of Management, Vishakhapatnam on 12th August 2024. The Secretariat heard views of the experts on the following areas of work of the Commission: (i) Vertical Devolution (ii) Horizontal Devolution (iii) Funding Disaster Management (iv) Strengthening Own Resources.

Northern Regional Conference
The Secretariat of the 16th Finance Commission organized a meeting with economists, economic administrators, policy experts and social scientists of the Northern Region. Representatives from Himachal, Punjab, Uttarakhand, Uttar Pradesh and Haryana attended the conference. This acted as an opportunity for regional experts to interact with the Chairman and Members of the Commission and to present their ideas. The conference was conducted at Indian Institute of Public Administration (IIPA) on 26th July 2024. The Secretariat heard views of the experts on the following areas of work of the Commission: (i) Vertical Devolution (ii) Horizontal Devolution (iii) Funding Disaster Management (iv) Strengthening Own Resources.
Meeting with Chairman of Fifteenth Finance Commission
The Sixteenth Finance Commission (16th FC) met with the Chairman of the Fifteenth Finance Commission - Shri N.K. Singh and other officials. Discussions pertained to various approaches and methodologies pursued by their team for approaching the then TORs.

The Commission met with various stakeholders and heard their views on specific issues pertaining to the State. The first meeting of the Commission was with the Government of Punjab led by the Hon’ble Chief Minister. The Commission also met with representatives of Urban Local Bodies, Panchayati Raj Institutions, members of the Industry/Trade, Commerce and the representatives of the various political parties. The Commission also undertook site visits organized by the State Government to demonstrate the cultural and environmental heritage of the State.
Conference on “Issues Before the Sixteenth Finance Commission”
National Institute of Public Finance and Policy (NIPFP) organized a two-day conference on “Issues Before the Sixteenth Finance Commission” at Indian Habitat Centre, New Delhi on 15-16 July 2024. The team from NIPFP presented papers on various issues ranging from States' Tax Revenues, FC Grants, Subsidies, Power Sector, etc. Team also partook in enriching discussion with the Chairman, Members and officers of the Sixteenth Finance Commission.
State Visit to Chhattisgarh
The Sixteenth Finance Commission (16th FC) visited the State of Chhattisgarh on 11-13 July, 2024. The Commission met with various stakeholders and heard their views on specific issues pertaining to the State. The first meeting of the Commission was with the Government of Chhattisgarh led by the Hon’ble Chief Minister. The Commission also met with representatives of Urban Local Bodies, Panchayati Raj Institutions, members of the Industry/Trade, Commerce and the representatives of the various political parties. The Commission also undertook site visits organized by the State Government to demonstrate the cultural and environmental heritage of the State.

The Chief Minister of Andhra Pradesh along with Senior Officers met with the Chairman of the Sixteenth Finance Commission on 4th July, Thursday. Discussion pertained to the issues being faced by the State and other matters related to State Finances.
Meeting with Chief Minister of Uttarakhand
The Chief Minister of Uttarakhand along with Senior Officers met with the Chairman of the Sixteenth Finance Commission on 26th June, Wednesday. Discussion pertained to the issues being faced by the State of Uttarakhand and other matters related to State Finances.
State Visit to Himachal Pradesh
The Sixteenth Finance Commission (16th FC) visited the State of Himachal Pradesh on 24-25 June, 2024. This was the first State visit of the 16th FC in which the Commission met with various stakeholders and heard their views. The venue for the meetings was Peterhoff Guest House, Shimla. The first meeting of the Commission was with the Government of Himachal Pradesh which was led by the Hon’ble Chief Minister. The Commission also met with representatives of Urban Local Bodies, Panchayati Raj Institutions, members of the Industry/Trade, Commerce and Hoteliers Associations and the representatives of the various political parties. The Commission also undertook two site visits organized by the State Government to demonstrate the innovations being done in the agriculture and allied sector.
Eastern Region Conference
The Secretariat of the 16th Finance Commission organized a meeting with economists, economic administrators, policy experts and social scientists of the Eastern Region. Representatives from West Bengal, Bihar, Jharkhand, Odisha and Chattisgarh attended the conference. This acted as an opportunity for regional experts to interact with the Chairman and Members of the Commission and to present their ideas. The conference was conducted at RICC Convention Centre, Rajgir, Nalanda, Bihar on 19th June 2024. Considering the unique fiscal scenario of each state in the Eastern region, the Secretariat heard views of the experts on the following areas of work of the Commission: (i) Vertical Devolution (ii) Horizontal Devolution (iii) Funding Disaster Management (iv) Strengthening Own Resources.

The 16th Finance Commission (XVI-FC) held its first meeting under the Chairmanship of Dr. Arvind Panagariya in Jawahar Vyapar Bhawan, Janpath, New Delhi. The Chairman and Members were welcomed by Secretary, XVI-FC, Shri Ritvik Ranjanam Pandey and other officials of the Finance Commission.
